Your description of Rakowski brought me back to the character of Charlie Huston's Hank Thompson. But, this guy's decisions (and the author's) don't seem "<i>get other characters killed</i>", which is definitely in play for CAUGHT STEALING (which was still entertaining, in a bloody sort of way).
